Google threatens a penalty imposed on them by the Dutch Data Protection Authority (CBS) for violating the privacy rules. Google has two years of longitudinal data collected over 3.6 million WiFi routers and their locations.

That is done with cars that made pictures for Google Street View, a website that links to images, street maps. A WiFi router that allows computers on a network and with Internet connection can be made.
